H.R. BHARDWAJ H.R. BHARDWAJ, as Law Minister under Prime Minister Rajiv Gandhi, earned a reputation as a crusader for improvement in the judicial infrastructure and computerisation of law courts. The author served as a senior standing counsel for the State of Uttar Pradesh which position he gave up on being elected to the Rajya Sabha in 1982 from the State of Madhya Pradesh. In 1985, he was appointed as Minister in the Ministry of Law and Justice and served in that capacity till 1989. Dr H.R. Bhardwaj was Governor of Karnataka between 2009 to 2014.
